The map will provide you with a general area to search for the tower, you will find it on one of the outlying areas at the edge of the yellow circle.
If you find a guard uniform and change into it, you can drive the supply truck through the front gate of the compound.
FOr weapon loadouts, you have multiple choices, I suggest either going for the Conspirator or AP Pistol loadouts, they are both very viable and neither has a distinct advantage, use whichever you prefer.

Just got past the first checkpoint on foot and going to try and run around the entire island. I ran up to that circle on the far East of the map and.... Nothing. I will keep exploring. Link to post

Take the staircase and head left, go around the corner, then take out the guard with a suppressed headshot. What you want to do is to maintain the stealth as you continue around the corner and up the stairs to El Rubio’s office. One of the guards should drop a gate key for us to escape.
In the meantime, of course, you could try all those simple old fixes: Reload your game if something goes wrong, or restart your console/PC altogether, or perhaps even uninstall the game and re-download it if your problems seem to persist.
Just east of the Control Tower there’s a road that leads out towards the rest of the island. Follow it and here snap a picture of the caged power grid. This will let you deactivate all of the lights and CCTV when you land on the island for the final heist, which makes sneaking around so much easier.
You may also take a car back to the airport at the end of the runway, by the docks, and on wheat fields.
NOTE: You can also set the Kosatka as your spawn location, which can save a ton of time by logging out and logging back in.
Spawn a dinghy and use it to get back to land. Drive to the southeastern gate of the airport, then find the private hangar across the runway.
First glitch of the new dlc, went to open the sightseer app after the minigame on the island, and got stuck in the transition. Can i get some help here?
